Aviation compliance manuals are very complex and often misunderstood.

 
   
 RVSM (Reduced Vertical Separation Minimums) allows approved aircraft to operate at 1,000 feet of separation instead of 2,000 feet between FL290 and FL410.  The aircraft and RVSM equipment must be certified as well as the crew.  The operator of the aircraft must also have an approved “RVSM Manual” which includes an “Operations Section” and “Maintenance Program”. 
   
 International operations involve a separate and distinct set of rules and regulations Governed by the International Civil Aviation Organization (ICAO).  This allows the global aviation community to operate under common standards in international airspace.  Each country is responsible for ensuring that its operators are certified and compliant with ICAO regulations.  The FAA requires that all US operators planning to fly internationally must have an approved “International Operations Manual” and provide training and certification for the pilots and if applicable, all additional personnel who are going to be involved in Extended Range Twin-engine Over water Operations (ETOPS). 
   
  Minimum Equipment List is an exact listing of equipment, instruments, and procedures that allows an aircraft to fly under specific conditions and limitations with certain equipment inoperative.  Each MEL is an official document (manual) that must be approved by the FAA for a specific make and model aircraft by serial and registration numbers.  The MEL states what conditions and limitations the aircraft may be operated under with inoperable equipment. 
 
 
 

Part 125 of the federal aviation regulations was issued to establish a uniform set of certification and operational rules for large airplanes having a seating capacity of 20 or more passengers or a maximum payload capacity of 6,000 pounds or more, when used for private carriage.  These rules substantially upgrade the level of safety applicable to large airplanes formerly operated under Part 91.

In the eyes of the FAA, each of the manuals listed above is officially a stand alone document.  Because each manual references items contained in the other two manuals, it is highly recommended that all three manuals and in the case of Part 125 operators, all four, be submitted together as a package.

There are many variables associated with the application(s) for these manuals which are convoluted even more by the bureaucracy involved within each FAA Flight Standards District Office (FSDO).  Since each of these regional offices is empowered by law as the “administrator”, they have within reason, and within legal precedent, the latitude to interpret how you “comply” with the Federal Aviation Regulations (FAR’s).

It is therefore imperative that your application contain what your FSDO or International Field Office (IFO) wants to see!
